Our Staff
Richard Stetson is the President and Chief Executive Officer for Workforce Solutions. As Chief Executive Officer, he represents a group of 43 volunteers, mostly from the private sector, who identify workforce issues and bring together community resources to develop and deliver workforce solutions.
With over 30 years of experience working with the general public and people with special needs, Stetson is proud to be a part of helping people obtain, retain and maintain employment. His career serving others is evident by the organizations he has been a part of such as Goodwill, Easter Seals, Muscular Dystrophy, Florida Department of Labor and the Florida Division of Vocational Rehabilitation.
Glenda Harden is Workforce Solutions' Vice President of Operations. Harden oversees all Programs and Services, Sales, and Communications for the four-county Workforce Development 20 Region (Indian River, Okeechobee, Martin and St. Lucie Counties).
Her career with Workforce Solutions’ began in 1986 as a Career Planner out of the Martin County office. Responsibilities of a Career Planner have changed over the years. During her tenure as Career Planner she was responsible for various programs and business services. Promotions over the years allowed Harden to learn every aspect of the organization including the coordination of the Summer Youth Employment program, the establishment and organization of a Second Chance School, grant writing and grant administration as well as present training seminars and best practices at state and national levels. She also coordinated the opening of the Okeechobee Career Center and served as Branch Manager for the Okeechobee office. In 2000 she acted as Youth Programs Coordinator assisting in the establishment of the first Youth Council and the first annual Youth Summit.
Brian Bauer is the Vice President of Administration for Workforce Solutions. He oversees and manages Information Technology and Tele-Communications divisions for the four county Region.
With over 15 years of experience working within the Information Technology field, Bauer is proud to be able to provide the means needed for our customers and clients in meeting their employment efforts. His career serving in the Financial and
Non-Profit industries has provided him with the expertise, insight and forethought of both the private and public business sectors.
Cheryl D. Miller has been the Chief Financial Officer for Workforce Solutions for the past 11 years. She is responsible for all activities of the accounting department and currently manages a $14 million budget funded by more than 35 federal grants.
Miller is a Certified Public Accountant with over 30 years of accounting experience; 18 years of which have been in public accounting, providing audit, tax and management advisory services. Client exposure included county and city governments, state agencies, special taxing districts, various not-for-profits, colleges and universities, condominium associations, banking institutions, and hospitals. Miller also served as Director of Accounting for Martin County. In this capacity she was responsible for organizing and preparing the County’s budget and calculating the millage rate, as well as managing all aspects of an accounting department.
Miller received her Bachelor of Arts in French and History and Masters of Arts in Teaching from the University of South Carolina and was elected to Phi Beta Kappa as a result of her academic achievement. She furthered her studies with additional courses in accounting and business at the University of South Carolina and the Florida Institute of Technology and holds CPA licenses in both South Carolina and Florida. Miller is a member of the American Institute of Certified Public Accountants and the Florida Institute of Certified Public Accountants.
Martin Rivera is the Network Manager and Acting Chief Information Officer for Workforce Solutions. He ensures operations of local and wide area networks, telecommunication systems and computers at the administrative office and ten remote locations. He also directs the efforts of staff technicians in providing technical assistance to users by establishing workload priorities and the allocation of available resources.
Prior to relocating to Florida, Martin was already well-rounded in many aspects of the information technology arena having worked in various positions for such companies as BASF, Sanofi Pharmaceuticals; and also traveling internationally in the position of Network Engineer at NorthStar Travel Media, LLC. His professionalism and work ethic was recognized and earned merit in being awarded the Excellence Award, a ceremonial honor bestowed only to a selected few, which included an all-expense paid family trip to Alaska. While there he acquired the comprehensive experience necessary to implement and support IT systems in their domestic and international offices.
